CSA Compliance is a new system being built to take the place of SafeStat. 
 

CSA 2010 Compliance will be used to gather all information into one accessible place to be used by carriers and drivers. It will provide new rules on driving safety and is intended to reduce the number of accidents and keep the roads safe.

 

Here is a statement released by the FMSCA:

 “(CSA) 2010 is a major Federal Motor Carrier Safety Administration (FMCSA) initiative to improve the effectiveness of the Agency’s compliance and enforcement programs. Its goal is to achieve a greater reduction in large truck and bus crashes, injuries, and fatalities, while maximizing the resources of FMCSA and its State partners.”

 
 
 

CSA 2010 will be a total overhaul of the SafeStat system, the major differences are:

·        The Safety Measurement System (SMS) is coming with CSA 2010 implementation, SMS is organized into seven specific behaviors called BASICs, unlike SafeStat is organized into 4 broad categories.

o   These seven BASICs are:

§ Unsafe Driving

§ Fatigued Driving

§ Driver Fitness

§ Drugs/Alcohol

§ Vehicle Maintenance

§ Cargo Related

§ Crash Indicator

·        SMS identifies companies on many levels and determines the level of intervention that is required unlike SafeStat which only states if a company needs to have a compliance review based on a small number of factors. These will be based completely on the company’s BASIC score.

o   Interventions can be broken down into 3 categories:

§ 1st Category: Early Contact

§ 2nd Category: Investigation

§ 3rd Category: Follow-On

·        SMS will emphasize on road performance using ALL safety-based inspections, unlike SafeStat which used out-of-service and selected moving violations.

·        SMS uses risk-based violation weightings while SafeStat does not.

·        SMS will eventually be used to determine a carriers safety fitness determination based on the company’s own data while SafeStat has no impact on a carriers safety rating.

·        SMS uses two distinct safety measurement systems, drivers and carriers, unlike SafeStat which only assesses carriers.
